To celebrate the birth of his heir, Catherine the Great presented her son, Paul (Pavel), with these lands in 1777.

She had her favourite architect, Cameron, draw up the plans for the palace.

Work at Pavlosk began in 1780 and was continued by Paul's grieving widow, Maria, long after his death.
